At the end of 2020, the investment and development group Linyi Steel’s high-end stainless steel project with an annual output of 700,000 tons was officially ignited and put into production, becoming the province’s first annual steel-related project completed and put into production after the integration of steel production capacity in Shandong Province.
Since then, pieces of steel billets have been continuously transported to all parts of the country from the port area where mountains and seas are interdependent, contributing “steel power” to the optimized layout of the province’s steel industry, and also pressing the “fast-forward button” for the leap-forward development of the Investment Development Group.
“In the long run, the market’s rigid demand for stainless steel is still relatively strong,” said Xu Mingrong, general manager of the company.
In order to implement the relevant requirements of our province and build a high-end stainless steel and advanced special steel manufacturing industry cluster in Linyi Lingang. Against this background, in 2020, the Linyi high-end stainless steel and advanced special steel industrial base will be listed as a major construction project in the province by the provincial government for key support. Soon, workshops in the factory area rose up on nearly 300 acres of land.
On November 19, 2020, the first phase of the 700,000-ton high-end stainless steel project officially entered the thermal test linkage stage. At the end of the year, the project was officially ignited and put into production, drawing a strong stroke on the planning map of the stainless steel industry in Linyi and even our province.
Before the 700,000-ton stainless steel project, there was no large-scale stainless steel industry in our province. After the project is put into operation, it will focus on the development of high-value-added stainless steels such as high-alloy stainless steel, duplex stainless steel, and alloy resource-saving stainless steel.
Meet the requirements of high-quality stainless steel products in aerospace, transportation equipment manufacturing, petrochemical, marine equipment, medical equipment, automotive appliances, high-end kitchen utensils and other fields.
The construction of this project provides industrial support for the promotion of product expertise upgrading, industrial chain agglomeration, green manufacturing development, urban finance collaborative innovation and the city’s industrial optimization and upgrading.

“The AOD refining furnace adopts a split upper and lower furnace shell structure, which is easy to replace. At the same time, it adopts the fourth-generation AOD-L top-side composite blowing technology. According to the actual chemical composition of molten steel, the computer can automatically adjust the relevant composition data, so as to Accelerate the decarburization speed, improve the purity of molten steel, reduce harmful gases, and achieve the purpose of refining.”
In terms of environmental protection, the project adopts mature and advanced technical measures, which effectively reduces the energy consumption in the production process. The waste water and domestic sewage generated in the production process are reused after being treated by water treatment facilities.
The stainless steel slag is treated by the latest air quenching process. The waste slag after air quenching exists in the form of fine particles. There is no dust drift in the whole process, which ensures the clean environment of the workshop. The waste slag particles can also be used to make fine powder or produce building bricks.
AOD refining furnaces, electric furnaces, etc. all use three-time dust removal; each feeding system and can repairing fire cutting and other positions are equipped with dust removal facilities, which can effectively suppress fugitive emissions and achieve ultra-low emission standards.
In the future, the second phase of the project will use the production capacity index of the two 60-ton converters of Minyuan Iron and Steel and the surplus capacity index of the first phase of 20,000 tons.
Production of 300 series, 400 series and some duplex stainless steels, forming a multi-variety product structure covering stainless steel strips and stainless steel bars, and finally reaching an annual output of 2.4 million tons of high-end stainless steel production scale.
After the project is fully completed, it is expected to achieve sales income of 50 billion yuan, create about 4,000 new labor jobs, and drive more than 20,000 jobs in downstream related industries.
